According to the requirements of the Ministry of Environmental Protection, the National Development and Reform Commission and the National Energy Administration "Notice on Printing and Distributing the Comprehensive Implementation of the Work Plan for Ultra-low Emission and Energy-saving Transformation of Coal-fired Power Plants" (Huanfa [2015] No. 164), combined with the ultra-low emission and energy-saving transformation plans of coal-fired power submitted by various provinces (regions, cities), after research, the objectives and tasks of ultra-low emission and energy-saving transformation of coal and electricity in 2016 (see annex for details) and relevant requirements of all provinces (autonomous regions and municipalities) are hereby notified as follows:
1. the full implementation of ultra-low emissions and energy-saving transformation of coal-fired power plants is an important measure for the coal-fired power industry to implement the decisions and deployments of the Party Central Committee and the State Council, accelerate the transformation of development methods, and further improve the level of efficient and clean development. All localities must conscientiously implement the spirit of the 114th executive meeting of the State Council, and actively and orderly promote the ultra-low emission and energy-saving transformation of coal and electricity in the region.
The departments in charge of ultra-low emission and energy-saving transformation of all provinces (autonomous regions and municipalities) are 2. to further refine the implementation plan, implement work responsibilities, strengthen coordination and cooperation, and implement scientifically and rationally on the premise of ensuring the safe and stable supply of electricity. to ensure that all targets and tasks in 2016 are completed on schedule, and to ensure that the energy efficiency level and air pollutant emission indicators of the transformed units meet the requirements of relevant regulations.
All provinces (autonomous regions and municipalities) are 3. to conscientiously do a good job in the statistics and submission of information on ultra-low emissions and energy-saving transformation of coal and electricity in their respective regions, submit the progress of the transformation work of the previous quarter to the State Energy Administration and the Ministry of Environmental Protection before the 10th of the first month of each quarter, and submit the work summary of the previous year before the end of January each year. For overdue reporting, incomplete information submission, etc., will be informed criticism as appropriate.
4., in accordance with the requirements of the State Council Inspection Office, the National Energy Administration and the Ministry of Environmental Protection will work with relevant departments to conduct special inspections on the progress of ultra-low emissions and energy-saving transformation of coal and electricity in the second half of 2016, focusing on the progress of the transformation work, policy implementation, and transformation. The specific situation will be notified separately.
