2015年10月9日，对于大部分建筑业朋友来说是个好日子！就在当天，住房和城乡建设部给建筑企业送上了大礼包，颁布《住房城乡建设部关于建筑业企业资质管理有关问题的通知》（建市[2015]154号），《通知》明确：将《建筑业企业资质管理规定和资质标准实施意见》（建市[2015]20号）规定的资质换证调整为简单换证，资质许可机关取消对企业资产、主要人员、技术装备指标的考核，企业按照《建筑业企业资质管理规定》（住房城乡建设部令第22号）确定的审批权限以及建市[2015]20号文件规定的对应换证类别和等级要求，持旧版建筑业企业资质证书到资质许可机关直接申请换发新版建筑业企业资质证书（具体换证要求另行通知）。将过渡期调整至2016年6月30日，2016年7月1日起，旧版建筑业企业资质证书失效。《通知》在送大礼包的同时，也给建筑企业套上了“紧箍咒”，在《通知》的最后提出：各地要认真组织好建筑业企业资质换证工作，加强事中事后监管，适时对本地区取得建筑业企业资质的企业是否满足资质标准条件进行动态核查。建筑业企业资质换证截止日（2016年6月30日）近在眼前，根据住建部文件要求，各地纷纷颁布资质动态核查文件，今天我们和大家一起来看看江苏版的文件。文件全文江苏省住房城乡建设厅关于开展2016年建筑业（一体化）企业资质动态核查工作的预备通知（征求意见稿）各市建设局（委）、泰州市建工局、苏州工业园区规划建设局、张家港保税区规划建设局，昆山市、泰兴市、沭阳县建设局，省有关厅、局：根据住房城乡建设部《建筑业企业资质管理规定》（住房城乡建设部令第22号）、《建筑业企业资质管理规定和资质标准实施意见》（建市【2015】20号）、《关于建筑业企业资质管理有关问题的通知》(建市【2015】154号的要求，为加强对换证后建筑业企业资质动态监管，规范建筑市场秩序，经研究决定，2016年8月起，开展全省建筑业企业资质动态核查工作，现将有关事项通知如下：一、核查对象凡注册在我省行政区域内并于2016年6月30日前已换证的建筑业企业及在有效期内未申请换证的设计施工一体化资质企业均为核查对象。二、核查内容1、具有的建筑工程专业、市政公用工程专业、机电工程专业、公路工程专业、水利水电工程专业等5个专业的注册建造师是否满足企业现有所涉及资质标准的要求，其中，要求相同专业的注册建造师数量不累加，要求不同专业的注册建造师分别考核。2、安全生产许可证是否有效；3、2015年度统计年报是否已上报（仅考核是否如实上报，不考核工程结算收入数值） 4、近一年是否存在《建筑业企业资质管理规定》第三章二十三条所列违法、违规行为（以相关部门的处罚为依据）。三、核查方式本次核查通过“江苏省建筑业企业资质管理系统”对企业现状和核查要求进行自动比对，无须企业上报、主管部门审核。四、核查结论核查结论分为“达标”和“不达标”。“不达标”资质将由“江苏省建筑业企业资质管理系统”自动锁定。锁定期间，“不达标”资质不得用于参与招投标活动；企业不得申请资质升级、资质增项。企业申请建筑业企业资质升级、资质增项。在申请之日起前一年至资质许可决定作出前，存在建筑业企业资质管理规定第三章第二十三条所列违法、违规行为之一的，各级许可机关不得批准资质升级、资质增项。五、核查整改对于部分或者全部专业不再符合相应建筑业（一体化）企业资质标准要求条件的企业，省厅将于2016年8月1日向社会公告并责令其在三个月内整改，逾期仍未达到资质标准要求条件的，将撤回其相应专业资质证书。六、相关要求1、请各级主管部门正确理解并及时、准确将本通知精神传达给辖区企业，为企业做好前期指导、服务工作。 2、取得建筑业（一体化）企业资质证书的企业，应当保持资产、主要人员、技术装备等方面满足相应资质标准要求的条件。3、本次核查以抽查主要人员中部分专业的注册执业人员为主，以后将逐步增加注册执业人员专业、现场管理人员、技术职称人员（包括技术负责人）。4、2017年8月起，资质动态核查全面系统化。“江苏省建筑业企业资质管理系统”每天向“建筑市场建管与诚信信息一体化平台”推送不符合相应建筑业（一体化）企业资质标准要求条件的企业，并向社会公告。各行政主管部门依权限做好相应的限期整改、撤回资质证书的工作。
